I'm led to believe that the letter was sent to David Milliband and was actually featured it the Times. Quite what he thought of it though is anybody's guess. Crazy, and funny, if it wasn't so excruciatingly irritatingly the case.  Makes me wonder how much money is floating around for this practice to be insignificant enough to ignore, although when these topsy turvy things go on I suspect 'they' have done the sums and figure it works out better this way, but I wish I could be sure instead of just seeing it as money pouring out recklessly.  Futhermore, when this type of thing causes serious problems for other countries it's not funny, but as the USA seem to be doing well out of it I doubt if Europe will change.
